Christine Surette, MPH
Christine Surette is an epidemiologist with over a decade of experience in public health data analysis, program evaluation, and community-facing reporting. She currently serves as an epidemiologist with Sound Within, leading independent analysis and evaluation of Kitsap County’s 1/10th of 1% Mental Health and Behavioral Treatment Court contracts. From 2021 to 2024, she served as an Epidemiologist for the Tacoma-Pierce County Health Department, where she co-led a countywide food insecurity landscape assessment, analyzing food access and security data and mapping food resources and gaps across Pierce County. Her background also includes public health consulting with Looking Glass Analytics, international data-standardization work with JBS International, and infectious disease outbreak investigation with the Arizona Department of Health Services. Christine holds a Master’s in Public Health from the University of Arizona and brings strong data quality assurance skills and a track record of translating complex data into clear findings for public-sector decision-makers.
Stan Moaalii
Stanton Moaalii has over a decade of experience as a small business owner, advising local city and county government and supporting engagement processes for multiple strategic plans. He brings lived experience navigating the food system through agriculture and related trades, transportation, distribution, construction, and processing, and has supported local apprenticeship, mentorship, and youth development programs, including creating opportunities for youth and men of color. He understands how policy decisions affect different communities and the importance of practical, inclusive, supportive policy.
Cam Solomon is an epidemiologist with approximately 30 years of experience spanning food-systems and public-health evaluation, including prior work with the University of New Mexico Prevention Research Center and five years at the Tacoma-Pierce County Health Department. At UNM, Cam co-authored multi-year evaluations of Healthy Here, a food-access coalition serving the South Valley and International District communities of Bernalillo County, including the 2017 and 2019 Mobile Farmers’ Market Evaluation Reports, tracking market usage, sales, SNAP/WIC and other assistance-program redemption, and fruit and vegetable consumption across multiple seasons, and the Healthy Here Collective Impact Baseline Report, a PARTNER-tool network analysis measuring trust, value, and coordination across more than 30 coalition partner organizations. Cam holds an Masters Degree in Community Health from the University of Illinois and a PhD in Epidemiology from the University of Washington, co-led the Tacoma-Pierce County Health Department’s food insecurity landscape assessment, has conducted research with the UW Indigenous Wellness Research Institute, and brings financial analysis and economic planning expertise.
Leah Ford brings more than 15 years of public health leadership experience, with particular expertise in qualitative research methods including focus groups and key informant interviews. Leah holds a BA in Public Health and Social Justice from The Evergreen State College, is an American Leadership Forum Senior Fellow, and serves on the boards of First 5 FUNdamentals and the Evergreen State College Foundation, and chairs the Health Committee of the Tacoma-Pierce County Black Collective. She has led Pierce County-wide engagement processes, understands the emergency food sector and emergency management, and has translated community engagement and data transparency into local, state, and national recommendations.
Gabe Moaalii, MPA
Gabe is a community engagement and systems change leader with more than 20 years of experience in strategic planning, coalition building, and facilitating complex stakeholder processes. She has led policy development, public engagement, and community assessment and strategic plans, including the City of Tacoma’s comprehensive plan update, Tacoma’s first Community Safety Action Strategy, and the Communities of Focus initiative at the Tacoma-Pierce County Health Department, a nationally recognized, place-based approach to advancing equity and community well-being. A graduate of the Northwest Women’s Leadership Academy and a former member of the Sustainable Tacoma Commission, Gabe is also a contributor to the ALIGN for Health and Well-Being Toolkit (Robert Wood Johnson Foundation/RAND). She earned her Master’s in Public Administration from the University of Colorado Denver, where she also worked as a qualitative researcher and has published community-based participatory research.
Gabe brings deep expertise in designing inclusive engagement strategies that elevate community voice, build shared understanding, and translate diverse perspectives into actionable priorities.

Leah Ford
Naomi’s background in economic development and policy spans health economics, community development, and elected municipal leadership. She served on the Board of Directors of InterIm Community Development Association, providing governance oversight for multilingual, culturally responsive housing and community-building services for Asian, Pacific Islander, immigrant, and refugee communities. She currently serves as an elected member of the Ruston City Council and on the Board of Nourish Food Bank, and is pursuing her PhD using data, governance, and policy to shape the economic conditions that influence community health and well-being.
